This talks less about philosophy and more about modern thinking. All thinkers we have discussed are citizen oriented thinkers. A government in which the will of the people reigns free. All favor what they think to be democratic -- a government by the people and for the people. Democracy is very difficult to deal with -- entails certain features that go against most people"s instincts. You have to accept that you will be dealing with people who fundamentally disagree with you. Democracy is rare because it does not come naturally to people. Hirschman says that if an organization is not functioning well, the people have a right to exit or exercise voice. Hirshman is an economist who is trying to take concepts of economics and apply them outside. Hirshman provides mechanisms of improving the general communal in more structure systematic ways.
