Saw reconstruction as the responsibility of congress not the president. Wanted to punish the south for the civil war. Refused to sit the members of congress from the south who were elected by johnson"s. Investigated johnson"s plan and declared it void, started their own reconstruction. Passed the 14th amendment which gave freed blacks citizenship and equality. Passed freedman"s bureau which provided basic necessities such as education, housing and food to help freed slaves transition into society. Passed the civil rights act of 1866 which gave freed slaves multiple rights such as the right to sue, stand witness in court, and manage property. Provided food, shelter, and medical aid for the needy (blacks and homeless whites) Initially had authority to resettle freed blacks on confiscated lands in the south. However, president johnson pardoned confederate owners of the confiscated lands; courts restored most of the lands to their original owners.
