By the end of the civil war, the south was in a state of political upheaval, social disorder, and economic decay. Reconstruction encompassed three major initiatives of restoration of the union, transformation of southern society, and enactment of progressive legislation favoring the rights of freed slaves. Congress established this to aid displaced blacks and other war refugees in which it gave direct funding and authorized its agents to investigate southern abuses. The freedmen"s bureau provided food, housing and medical aid, established schools, and offered legal assistance. It also attempted to settle former slaves in confederate lands that had been confiscated or abandoned during the civil war.
