Leaders excluded but lincoln would freely pardon them. Also, number of cofederate state"s voters who took oath reached 10% in election of 1860, the group could establish a state govt that lincoln would recognize. Radical republicans- advocates not only equal rights for the freedmen but also a tougher stance toward the white south. Saw reconstruction as a chance to effect a fundamental transformation of southern society. Delay the process until war"s end and limit participation to southern unionists. Lincoln viewed reconstruction to win the war and abolish slavery.
