Optimum means to an end (fastest way to get from a to b) We give max incarceration to dangerous offenders, more people sent to prison the better we are. Prison seen as effective, prevents people from committing crime. Emphasizes quantity for quality, numbers express quality. Ex: 99 billion served, more people coming = good food. More people in system for longer time, better quality job of system getting tough on crime. Know what to expect at mcdonald"s, same everywhere. Mandatory sentences, everyone gets same sentence regardless of circumstance, removes the judge"s judgement/choice. Replace humans with technology to better control people. Ex: surveillance in mcdonald"s and in prisons, electronic monitoring for people on house arrest. We get inefficiency (long lines, cold food. more prison for nonviolent offences drugs, overcrowded prisons, clogged court systems. Rules: mandatory life in prison for a 3rd conviction. felony or not differs by state.
