Zone 5: commuter zone: bigger properties, bigger houses, suburbs, commuters go into the city from here. Most of the crime (legal conduct) happened in zone 2. Disorganization: there is this constant influx of people, immigrants, lack of connection between people. If you moved out of this zone, it was assumed that you would leave behind the tendencies.
