Of course, any military would not reveal every secret they have, even to their soldiers, which brings into question the presence of informed consent. If the rates of PTSD in soldiers could be decreased and their survival rate could be increased by the use of human enhancement drugs (i.e. amphetamines and beta-blockers) at the risk of having permanent side effects, do you believe that the use of an enhancement drug to ensure their survival would be morally permissible even without informed consent?
