The uk parliament can bind itself and limit its power. (european communities act) The house of commons is elected, the house of lords is appointed. Parliament act (1911) lords cannot block a budget matter, can only block other matters for up to 12 months. House of lords cannot block indefinitely laws the house of commons wants to pass. Governs the exercise of state power or discretion. As an example the issue of a visa by an immigration officer is governed by these laws. If a public body acts against these laws a person can file for judicial review. If the claim is successful the court will strike down the decision of the public body.
