There is a initial showing of interest by the government. This is also consultation phase (green papers + white papers) White papers are issued if the idea is circulated prior to election in manifesto. Otherwise a green paper is circulated (idea not published in manifesto) A bill is a legal text that has not yet become law. It is usually drafted by parliamentary council or by a ministry. The bill is then presented to house of commons for a first reading. A first reading is more a signal of interest to move this agenda forward. This is where there is a real reading of the bill. There will be a debate (of member of commons) and a vote. If the vote passes the bill will be passes to a specialised committee. The committee should be specialised in the relevant field. The committee will then analyse the bill and vote on a final text.
