Historically the lord chancellor was the highest judge in england & wales. The lord chancellor was appointed by the government. The constitutional reform act (2005) removed its judicial role. Today (after reform) the head of the judiciary is the lord chief justice. Who is also the head of the criminal law division of the court of appeals (ca) The lord chief justice is currently lord thomas. The master of rolls is the head of the civil division of the court of appeals (ca) The master of rolls is currently lord dyson. Since 2006 judicial appointments are made by the judicial appointment commission. An independent commission that selects candidates for judicial appointments. There is no public hearing or questioning by members of parliament. There are approximately 350 magistrates courts in the united kingdom. 95% of criminal cases are decided upon in magistrates courts. Three lay magistrates (justices of the peace) (advised by qualified clerk)
