Immigrants are needed early on to help settle the country, secondly to provide the labour force, also needed in a basic way to provide markets for the things that are being made, We need immigration to expand the cities and the consumer base : the national policy puts this all together really well with their 3 properties, protective tariffs, railways, large scale immigration. Late 19 th century: canada was not getting as many immigrants as it wanted, and they didn"t know how to build up a country as they didn"t have enough many people, the economy wasn"t growing. Early 20 th century boom: you start to see a major change and major expansion. 1913 the highest number of canada"s immigration (400,870) They were brought in to do the rough work. That is why many communities would take on a flavour of a certain country.
