Cooperation: global actors working together to achieve mutual benefits: starting/ working with existing political structures, responding multilaterally, or holding bilateral talks, does not equate to peace. Cooperation is active and requires communication and interaction whereas peace means the absence of war. International civil society - public activities of ngos or other groups. Conflict takes many forms - withdrawals of diplomatic relations, open disagreements, economic or rhetorical attacks, limited military actions. Conflict is common between national governments and foreign ngos. Conflicts don"t have to begin with global actors to have global effects: ex: internal wars like the war in somalia that led to multiple international interventions. Taiwan through non-peaceful means if necessary: relations can be multilateral.
