Most countries spend substantial share of national income on health system (often major gaps in effectiveness & efficiency) Global forces such as population aging are exerting pressure on costs of health systems. Achieving best pop. health at lowest cost = important goal for individual countries. Who = all actors, institutions & resources that undertake health actions - where a health action is one where the primary intent is to improve health . Agencies that plan, fund, & regulate health care. Provide specialized inputs into health care, such as education of healthcare professionals & the production of drugs & medical devices. World health report 2000 suggest 3 main for every health system: Responsiveness to the expectations of the pop. Health system has 4 functions to play: Raise money that can be spent on health, referred to as resource generation .
