Not hitting target and not scoring the same way each time. 1904, french government asked binet and simon to develop a way to identify children who would have trouble in school. Practical goal: help those identified as potentially having troubling school. Mental age: compare child"s test score with average scores for different age groups. Binet and simon"s test was revised by an american at stanford university; hence the name stanford-binet. The average will be 100 because mental age and chronological age will be equal. See figure 4 on page 333 of printed text. Mentally retarded is below 70 and significantly impaired in two or more everyday abilities. Now iq is defined in terms of an age-based distribution of scores instead of a ratio.
