Content and writing style depend largely on who is going to review it. Many funding bodies stipulate on their application forms what and how much they want included, and in what format and order. If there is no stipulation, its simplest and most logical to write it in the order that the study will be conducted. Write formally, using third person, unless otherwise directed.
