Idea was that all of these countries only need a navy large enough to patrol their own domain. That way navy"s can be reduced in size; slot of countries end up destroying their ships. 4 power treaty- us japan france gb; they each acknowledge each other"s possessions in asia, they agree to maintain their possessions without expanding. 9 power treaty- all powers agree to the open door policy in china. Washington armaments conference (1921) - problem was there was no mechanism to enforce these treaties, no authority, no organization.
