Chinese cities have been among the biggest in the word since the time of the han dynasty. During the qing dynasty, china experienced unprecedented urbanization and industrialization. There were three key elements of the ccp"s early program for urban areas: 1-the reorganization of housing and transportation 2-the work unit (danwei) system 3- the household registration (hukou) system. The primary goal was to avoid the development of unmanageable slums and to ensure that villagers and city dwellers alike could be accounted for and monitored in their places of residence. Another purpose was to facilitate the expropriation of the agricultural surpluses by the state to finance urban construction and industrialization. Under the system, all families were assigned a registration, either agricultural or non- agricultural, tied to their specific place of residence. Moving anywhere, especially from rural to urban areas, was extremely difficult and often impossible. There are three basic levels of city in china: county, prefecture, and province.
