Most incidents of rural resistance tend to be directed toward local government officials rather than the central authorities. In 1980, about 81% of chinese population lived in the rural areas. By 2011, that percentage was down to 49%. Still million of people are classified as rural residence. The level of wealth, access to health care, and educational opportunities vary by proximity to urban centers. From 1958-1982, rural residents were citizens who lived and worked in the commune. After 1982, communes were renamed towns and townships, brigades were villages and production teams became small groups. Technically, rural residents are those citizens who live below the county level and whose registration (hukou) is in town, township, or village. The town or township is the lowest formal administrative level of state authority in china; villages are not part of the formal administrative structure of the state, they are self-governing units. Within village there are 2-7 small groups (natural villages)
