A federal fact-finding body was appointed in the first part of this century to survey existing practices within the american criminal justice system. This oversight committee, know as the wickersham commission, found the entire criminal justice system to be in dire need of improvement, our discussion will confine itself to the police sector: what was the third-degree? . The goal of third-degree was to force unwilling people to make self- incriminatory remarks involuntarily. Patrol officers often received their jobs in exchange for political favors. Many police officers had barely finished grammar school. The invention of the wireless radio had the potential of elevating police communications systems from primitive to state-of-the-art status. There was a hostile and antagonistic relation that characterized much of the contact between police and civilians. Many of these tensions stemmed form poor relationships between the police and members of minority groups: how would the community service officer proposal formulated by the 1967.
