The model assumes a linear progression through the stages, but some teams engage in all stages at all times. Does not assume that orgs have unique norms. Found that all teams progressed through a similar path of activity based on their timeline. First phase: team meets, establishes direction, and experience an initial period of inertia (changes in speed or direction)
