In covenant, powerful ruler would promise protection to less powerful one on condition that they would fulfilled certain obligations: to ritually seal treaty, they would have number of animals cut in half & their carcasses lined in rows. Two parties would walk b/t them to syboliically indicating their understanding of contract. If obligations broken, either party would suffer same fate as animals.
