Community engagement that results in the input of physical planning and social empowerment is critical to serious planning for sustainable development. Community empowerment is a driver of social transformation. Planning is a political activity aimed at the redistribution of power. Empowerment is the process of gaining mastery over an affair: about self determination and democratic participation of individuals in the lives of their communities. Coalition of 28 community groups, 5 labour unions and several hundred residents came together. Included more than a million dollars for parks, job training programs etc. In 2002 a different expansion was proposed to avoid creating new flight paths: in 2004 the lax coalition was formed, included school districts, community organizations and labour unions. In exchange for their support of the project the community groups got an estimated million worth of community benefits. million went to the school districts to soundproof schools.
