Ch 18 politics and governance at the global level. States are sovereign entities composed of a population, a government, and a territory. Anarchic: a situation in which there is no central authority. The world has as many authorities as there are sovereign states. Rules exist that are based on customary practices and are the result of agreements negotiated and signed directly by states or negotiated and agreed upon within the framework of international governmental organizations. International rules also derive from interpretations of existing internal law provided by the courts. A state that ignores national rules will often escape punishment. The international court of justice (icj) has the task of settling disputes between states. The icj has no compulsory jurisdiction meaning that it cannot summon a state to appear before its fteen judges unless that state has voluntarily agreed to recognize the jurisdiction of the court and submit itself to judgment.
