Involves a delicate balance between state sovereignty and international authority. Multilateralism: the process whereby states set up rules to foster cooperation in pursuit of joint goals. Io"s have an important role to play in global governance and multilateral processes, but the global is always shifting. In most cases, igos are established with the goal of preventing inter-state conflict (e. g. league of nations and united nations. Serve economic and social functions, such as economic development, health, communications, and human rights.
