Hypothesis 4. 2: in the first world countries, anti-state terrorism is more prevalent than third world because there are more freedoms and readily available resources and the ability to freely discuss the government. Hypothesis 5: when you have an effective counter-terrorism strategy, anti-state terrorism decreases.
