An example of this is stephen harper and his shock announcement in 2006 when he declared quebec a nation within a united canada, without consulting the intergovernmental affairs minister. Malcolmson and myers describe the cabinet as more focus group" for the prime minister. It doesn"t make sense to me that the most powerful political figure in the canadian regime would not have a clear, definite role with strict boundaries and restrictions, laid out in the most powerful source of law.
