Prime minister and cabinet are not mentioned in our constitution. Has been argued that the prime minister doesn"t always consult the cabinet on policy changed. Ex/ chretien introduced millennium scholarship fund without consulting cabinet. Ex/ harper made a motion to distinguish quebecois as own nation within canada did not consult cabinet. Advises governor general on opening, prorogation and dissolution of parliament.
