Sometimes able to persuade audiences to think that the terrorists are strong ability to impose costs/ commitment to cause. Strategies that terrorists employ: attrition to persuade the enemy that the terrorists are strong enough to impose considerable costs if the enemy continues to use a particular policy. Intimidation - to convince the population that they are strong enough to punish disobedience and the government is too weak to stop them.
