Individual permits handled individually by the corps: reviews many factors (impact, habitats effected, practicable alternative? distinction b/w need and desire, right to seek judicial review if its denied. Water quality certification a provision in the clean water act that says that the federal gov"t may not issue a permit that violates a state water quality standards state veto power. 301 applies to things that meet 4 jurisdictional reqs. All the states have the authority to grant or deny wcc under a general permit issued by the corps. Under the cwa, epa can impose administrative forfeitures. Under rivers and harbors act no citizen enforcement suit, but there are citizen enforcement measures in most other enviro legislature. Gov"t has standing to enforce its laws. Citizen enforcement suits provision in most enviro legislature: citizens can, under cwa, bring actions to punish and abate violations. Most new buildings cannot be built w/in 75 ft. of a shore.
