So when we increase rate of breathing we are increasing how frequently these cells become active. These neurons do not directly control muscles, instead they just generate the rhythm for breathing and are influenced by many factors. Another set of neurons found in the pons called poteen respiratory group and the neurons that generate rhythms project to different places in nervous system that then control motoneurons that control the muscles. Often think of inspiration as controlled by diaphragm and the diaphragm is innervated by the phrenic nerve and phrenic motoneurons are found in cervical spinal cord. Phrenic neurons are part of this group and get input from respiratory center of medulla. So when this center is active, the neurons are active and diaphragm contract and you get breathing.
