The main focus is to inform, persuade and promote goodwill. Authority: the power or right to give order, make decisions, and enforce obedience. Bureaucracy: a system of government in which most or the important decisions are made by state officials rather than by elected representatives. Centralization: managerial control over decision-making and employee activities. Closed system: to the extent possible, a bureaucracy will shut itself off from influences of the outside environment because environmental interruptions could tamper its smooth functioning. Fayol- has 5 fundamental elements of management: planning, organizing, command, coordination, and control: structure.
