"cost" could be social pressure, guilt trip, feelings of guilt: true altruism?, no, empathy and altruism - batson. If we feel empathy for someone we will help - even if we get no reward. If you do not notice the event you are not going to help. Intepret the event as an emergency: notice the event, assume responsibility (bystander effect is present here, know appropriate form of assistance.
