Offenders supervised in the community: alternative sanctions and conditional release. Federal jurisdiction over offenders serving sentence of custody of 2 years or more. Provincial/territorial custodial sentences of 2 years less a day. How do we know how many people serving sentence in community/corrections. 1) counting admission each time individual enters custody/community supervisions program. May be counted more than once a year. 2) where someone enters corrections, regardless of change in status. Community corrections/community supervision programs admin & monitor diversion programs, pretrial supervision, community based sanctions. Probation & conditional sentences community based sanctions. Probation existed for more than a century. Early 70s outraged public, too soft on criminals. Series of policy changes all community sanctions too discretionary. Fail to protect due process rights of offenders. Rehab ideal & related treatment programs misplaced. Canadian sentencing commission recommended elimination of parole. Robert martinson questioned very existence of rehab. Might be impossible for rehab based programs to overcome/reduce recidivism.
