Jim crow and the politics of race in the south. Reconstruction governments had increased state taxes on land. Virginia resistance, democrats or conservatives represented the bourbons . Made repayments of state debt a priority. Virginia had a lot of debt before the civil war. State was unable to pay prewar debt and the state argued to eliminate the publish school system because they were viewed as luxuries . Helped pass the riddleberger act, which refinanced state debt. 1881, mahone rebranded it the liberal party, a free and priceless ballot so that everyone was able to vote. Sounds like modern view of liberalism, where everyone is equal and has freedom to vote, but each race was really separated socially. Typically black people were supposed to move to the side when a white man was walking down the road, but then they began to not do this. White man began a fight with a black man once he bumped into them.
