The primary means that citizens have to in uence policy is elections. Groups of like-minded people gather together to form interest groups and or social movements to in uence the government, both at election time and between elections. They both work towards a common goal, generally with some political dimension. They group individuals with common political preferences together. They work together to change policy, either through in uencing elected o cials, or attempting to elect more sympathetic o cials. Social movements, especially as they gain prominence, often form interest groups. ex. Formality: interest groups usually have formal organizations, social movements are often informal. Tactics: interest groups generally engage mostly in campaigning and lobbying; social movements often use contentious politics (protest).
