b. Why do presidents care? Because a lot of their power is short lived. President can only
suggest things in executive orders.
i. How popular a president is affects the power for a president to go public
ii. Going public is when a president uses speeches and personal appearances to
push the people and change opinion with the ultimate goal of getting congress
to do something.
iii. When the president goes out and makes a public appearance. Tries to move
opinion of American public.
iv. Example: 2003, the US was trying to decide whether to invade Iraq. Afghanistan
invasion was popular, but Iraq was very controversial. When the US was
deciding whether to do this, the president decided to go public. President
wanted to convince ordinary americans that invading Iraq was a good idea.
v. Powell and Bush going on National TV: trying to convince the public.
vi. Going public: part of the goal is to move public opinion, but the real goal is to
get congress to move and do something.
IV. Presidential approval:
a. Cyclical.
i. Honeymoon period: first 100 days. Typically a president comes in with a little
over 50% approval rating.
ii. President tends to dip around the midterm
1. Does’t atter if it is the first ter or the seod ter
2. This happens because we are far enough around from the honeymoon
period, but not close enough to the election
iii. If the president is re-elected, they get a smaller second honeymoon.
