i. Now, we look to presidents to fix the big problems of the past
ii. In some ways, the modern presidency is a mental construct.
c. Traditional versus modern presidencies
d. Do we expect too much of the president? Filling the double expectation gap
i. Obama runs on idea of healthcare.
ii. We then associate new health care system with him
iii. Because we associate it with Obama, we expect a lot
iv. Because of those expectations, Americans might expect too much. The double
expecations gap.
1. 2 gaps: 1 gap is that we expect the president to fix all of our problems,
but presidential powers are still limited.
a. Gap 1: everyone expects president to fix economy. But really its
not realistic for the president to fix the problems. Ability is
limited.
b. Gap 2: Gap between head of state and head of government
i. Head of state: largely symbolic role.
ii. Head of gov: makes tough decisions. Creates policy
ideas.
iii. Most other countries divide the role. Great brittain.
Head of state is the queen, head of government is
Theresa may. Prime minister is head of government
role. Queen performs ceremonial tasks. In general, not
making policy.
iv. In the US, president fills both.
1. George W. Bush: head of state: serves as a solid
presence in the US. Gets on the radio, looks
around the wreckage to show America is okay.
