Most delegates assumed articles was beyond repair. Meeting to come up with new framework of government not authorized illegal. None of sessions open to public (no reporters, no public galleries) Wanted to have congress to regulate interstate commerce. Wanted congress could set uniform, national tariff. Wanted to create one economic common market. Wanted congress to have the power to print legal tender (paper money)/coin money into national currency one national currency.
