Realized they could effect change without going through the confederation congress. Eventually led to the annapolis convention of 1786. Sent a call to all 13 states together, but resulted in a failure as only 5 of the states appeared and were represented. Showed there was a growing interest in recognition among the states that something needed to be done and that congress, as constructed under the articles, was unlikely to facilitate this change. The convention was an indication of bigger changes to come and that the government needed to do more than just amend the articles on the margins. At the end of the report, there was another call for a different convention, the philadelphia convention which would take place the following year, the birthplace of the current constitution.
