Public goods (everyone benefits) : security of members of society, ideological goals. Private benefits (select group benefits): loot, material benefit for supporters. Private benefit: material value of territory resources. Public good: strategic value of territory nat"l security (ex: british naval bases) Commitment problem: need cooperation of defeated state , subject to incentive to renege (ex: germany circumventing versailles treaty) Problem w/ solution: must ensure enemy is wholly. Solution: remove enemy leader, replace w/ puppet defeated must achieve unconditional surrender costly b/c must fight beyond point of victory (ex: no settlement w/ hitler b/c he would renege) Small winning coalition territorial war aims offer private benefits: resources. Large winning coalition policy war aims: overthrow enemy leaders offer public goods: ideological goals they gain power if settlement unpopular amongst coalition. Defeated leaders likely to challenge settlement if respond to large winning coalition b/c.
