Nature of the mamluk and ottoman rule. Much hope in the early years in both empires. After the first few generations of their empires, there was a decline of interest in ruling well. Much corruption, inaccurate tax collection, lack of maintenance. The provinces that were far away from cairo or istanbul were struggling. Scorched earth policy: burn everything down as you are retreating. That way the future army cannot benefit. Mamluks constantly on edge that another crusade will come.
