Cup believed that if the armenian populations could be removed from the territories the problem would be solved: how to remove the armenians from the territories that have been taken from. Ottoman control: cup leadership, talaat pasha: minister of interior, created a (cid:498)special organization(cid:499) attached to the party"s special committee. Special organization was a euphemistic term for a group whose purpose was to eliminate the threat of christian populations within the ottoman empire. Did this by pardoning prisoners who have been convicted of crimes if they agreed to join the special organization.
