On one hand- truly individually heroic police officers. On other hand- large institutional complex that is corrupt and incompetent. Very conventional and common theme in today"s policing. Man angry about pills, james gordon gives him fake pills and gets gun away from man. But then all cops start beating up man. Gordon talks to bruce, tells him that he can be strong and that he"ll find the man responsible. Major crimes unit feels they"re better than regular detectives. This is not a city, or a job for the nice guys - harvey. Bullet is high end and gun not registered. Fish gets leeway to beat staff up from cops. Only need reasonable cause for a felon on parole, no warrant required. Harvey shot pepper before he could stab gordon. Hero cops slay wayne killer on front page of newspaper. Mario pepper framed by fish mooney according to cobblepot.
