If we want 50 people to survive then the people in the lifeboat should rescue no one. If we want to gamble, then we can rescue people (no larger than 10) But if all lives have value and there is a risk of everyone perishing, then those in the lifeboat should not gamble in this way . Hardin"s takeaway- morality recommends that people should not rescue any more people in the water, so that you can guarantee the survival of as many people as possible. The world and its nations are in a similar situation.
