What is bureaucracy?
-Bureaucracy are large, complex organizations in which employees have specific job
responsibilities and work within a hierarchy of authority.
Why is bureaucracy important?
-Without bureaucracy, very few of the things government is supposed to do would get done.
-Bureaucrats have discretion in how they implement laws.

-When people were asked whether they had ever used a government program, 57% said no.
-Respondents were then asked whether they had used any 21 different federal policies, including
Social Security, unemployment insurance, and student loans.
-94% of those who had denied using programs had benefited from at least one; the average
respondent had used four.
