Another one was when the creating of the department of defense. The department of homeland security was created after 9/11 in 2003 in 1947. The republicans chose this because of a congressional investigation which showed extreme lack of communications in departments. The major alternative to the department was an agency called the homeland security. Ridge did not have enough power however to handle bureaucratic procedures. Another huge example of bureaucratic change is when the army and navy were. Difficult to control due to wide array of interests combined into department of defence. Some agencies develop a bureaucratic culture such as the coast guard and customs. Others grew aggressively in response to new threats like the drug enforcement. Tsa which is under the department of homeland security clashes with the goals of agency transportation.
