The idea of tacit, which is not locke"s idea, is something that there are some certain behaviors that imply it. Passive would explain the absence or refusal to consent. Tacit consent is too easily given -- locke believes. Ex of tacit consent:whether we are living there as a citizen or as an alien we are living in a country and choosing to do so. Locke tells us that in an established society the basis of legitimacy is consent -- the question is how have you given consent. He goes on to say that by simply being in the borders you are giving consent. It is very important that locke tells us that government is based on consent. Rousseau is a bit harder to understand. There are a lot of things in american government that are lockean.
