These inconveniences are why we create civil society; not to have a government to create awe, but instead a limited government. Compare hobbes"s and locke"s states of nature; professor argued that they were essentially the same, but using different wording allows them to argue for different governments. From the fact that men are judges in their own case since everyone has the power of law, people have self-love and are ill-natured, passionate and revengeful.
