The athenian navy was responsible for turning the persians back. A robust navy was capable of shifting the balance of power. Though the athenians contributed the fleet, a spartan was still in command of the fleet. Rumor was spread that he was no longer acting like a spartan, but more like a persian/someone from the east (clothing and lifestyle) Even accused of sending letters to xerxes. Greeks/ionian greeks requested that athens take over. Spartans sent out dorics to replace pausanias, but dorics isn"t all that interested. Athenians essentially take control of the fleet, for its security. Athens depended on imported grain from aegean and hellenspont. In 477 bce athens and other states met on the island of delos and took oaths forming an organization to contain persia (delian league is a modern historical term)
