Thomas jefferson and james madison started democrat party, classical liberal. Fear of national government getting too powerful and active. John adams and alexander hamilton formed federalist party. Believed strong national government, and they can do not only whats written and do whats implied in constitution. Government can be creative in what they think the constitution implied. Dc is domestic district, didnt want capital to be in any state (no advantage) When us was born, every state allowed slavery but still a divide north vs. south. Slavery was core, integral part of economy on plantations.
